Dedicated to Ending Homelessness

The Homeless Resource Council of the Sierras (HRCS) brings people together to develop, coordinate, and support projects, services, and resources that will enhance partners' ability to prevent and end homelessness in Nevada and Placer Counties.

HRCS is a 501(C)3 nonprofit and serves as the "collaborative applicant" and administrative entity for the Roseville, Rocklin/Placer County CA-515 and Nevada County CA-531 Continuums of Care. It is governed by a seven member board with representation from each of the continuums of care. Board meetings are held monthly on the second Wednesday.

Basic Components of the CoC

The Continuum of Care (CoC) Program is designed to promote communitywide commitment to the goal of ending homelessness; provide funding for efforts by nonprofit providers, and State and local governments to quickly rehouse homeless individuals and families while minimizing the trauma and dislocation caused to homeless individuals, families, and communities by homelessness; promote access to and effect utilization of mainstream programs by homeless individuals and families; and optimize self-sufficiency among individuals and families experiencing homelessness (Department of Housing and Urban Development). The CoC program consists of six core components:

  1. Advocate on behalf of those who are experiencing homelessness or are at-risk of homelessness.
  2. Manage a system of outreach, assessment, and prevention for determining the needs and conditions of an individual or family that is experiencing homelessness.
  3. Educate the community on issues relating to homelessness, homeless prevention, and low-income and affordable housing programs.
  4. Engage and interact with local city/county governments concerning homeless programs, services, housing, and funding.
  5. Identify the gaps and needs of  households experiencing homelessness and participate in community-wide planning to prioritize local and state funding to reduce chronic homelessness and address the needs of persons and families experiencing homelessness.
  6. Track trends and collect data to inform priorities to meet the changing needs of persons and families experiencing homelessness.

Samuel Holmes

Executive Director
Samuel (Sam) Holmes joined the Homeless Resource Council of the Sierras as Executive Director in August 2022. Possessing a deep call to service, Sam joined the U.S. Marine Corps ten days after graduating from high school. Sam’s honorable service from 2006-2011 included multiple deployments to Iraq and Afghanistan. After his time in service, Sam returned to his hometown in Northern California to be a caregiver to his mom. Sam’s passion for service continued into his new career with the Bob Woodruff Foundation after completing his degree on the GI Bill. In his role as a program officer, Sam developed a deep understanding of issues impacting vulnerable people and strong relationships with programs across the US addressing social determinants of health for people experiencing, or at-risk of homelessness. Sam was honored to participate on the Veterans Task Force for the Legal Services Corporation and has advised collective impact programs serving veterans in communities across the country. Sam lives in Sacramento, CA with his wife and son. He is a proud graduate of a California Community College (City College of San Francisco) and earned a BA from University of California, Berkeley, and an MBA from the Graduate School of Management at University of California, Davis. In his free time, Sam enjoys fishing, camping, volunteering alongside fellow veterans, watching his San Francisco Giants, and being a father to his two-year-old son.
